We know that there is a massive literature, providing a high level of scientific certainty, for each of eight pathophysiological effects caused by non-thermal microwave frequency EMF exposures.
This is shown in from 12 to 35 reviews on each specific effect, with each review listed in Chapter 1, providing a substantial body of evidence on the existence of each effect.

Such EMFs:
1. Attack our nervous systems including our brains leading to widespread neurological/neuropsychiatric effects and possibly many other effects. This nervous system attack is of great concern.

2. Attack our endocrine (that is hormonal) systems. In this context, the main things that make us functionally different from single celled creatures are our nervous system and our endocrine systems – even a simple planaria worm needs both of these. Thus the consequences of the disruption of these two regulatory systems is immense, such that it is a travesty to ignore these findings.

3. Produce oxidative stress and free radical damage, which have central roles in essentially all chronic diseases.

4. Attack the DNA of our cells, producing single strand and double strand breaks in cellular DNA and oxidized bases in our cellular DNA. These in turn produce cancer and also mutations in germ line cells which produce mutations in future generations.

5. Produce elevated levels of apoptosis (programmed cell death), events especially important in causing both neurodegenerative diseases and infertility.

6. Lower male and female fertility, lower sex hormones, lower libido and increased levels of spontaneous abortion and, as already stated, attack the DNA in sperm cells.

7. Produce excessive intracellular calcium [Ca2+]i and excessive calcium signaling.

8. Attack the cells of our bodies to cause cancer. Such attacks are thought to act via 15 different mechanisms during cancer causation

International Actions To Halt And Delay 5G

The growing awareness of the health impact of the 4G/5G densification is resulting in action by policymakers worldwide. Cities are issuing resolutions and calls for research before deployment. There are citizen organizations in almost every country working on this and a growing list of public officials speaking out.

For example, in the United States the state of New Hampshire has a 5G Bill HB 522 that asks, “Why have 1,000s of peer-reviewed studies, including the recently published U.S. Toxicology Program 16-year $30 million study, that are showing a wide-range of statistically significant DNA damage, brain and heart tumors, infertility, and so many other ailments, being ignored by the Federal Communication Commission (FCC)?” and, Why have more than 220 of the worlds leading scientists signed an appeal to the WHO and the United Nations to protect public health from wireless radiation and nothing has been done?”

California legal opinion puts 5G siting in hands of towns

On April 4, 2019, the California Supreme Court published an opinion supporting municipal authority to make regulations on so-called ‘small cell’ PROW (public right of way, aka ROW) towers and uses of the public’s right-of-way. This opinion affirms the 2016 appellate court ruling.

This opinion seems to go far beyond mere aesthetic standards — the focus of the lawsuit by T-Mobile West LLC — affirming the exercise of municipalities’ full police powers to regulate small cell towers in the public’s right of way, including that municipalities do have discretionary power.

These rulings have bearing on Smart Meters in California because of the affirmation of local policing powers. The Supreme Court and appellate court decisions repudiate CPUC claims of exclusive jurisdiction over utilities made during the Smart Meter roll-out.

An amicus brief was filed May 11, 2017 on behalf of the League of California Cities, California State Association of Counties, the International Municipal Lawyers Association, and SCAN NATOA, Inc. written by Jeffrey T. Melching and Ajit Singh Thind of Rutan and Tucker, LLP with valuable additional information.

These decisions give cities and counties the backbone and legal cover to create and enforce rules and ordinances to protect the public, the environment, and public land. These decisions are vital documents for local officials and decision-makers. Hopefully as well, they will provide support for actions in other states and countries.

Much of the discussion in the Court’s opinion focused on California Public Utilities Code 7901 and 7901.1, the broad definition of the word “incommode” in that section, and the Constitutionally-granted policing powers and “powers of control” of municipalities.

 

Excerpts from the California Supreme Court opinion:

Contrary to plaintiffs’ argument, the incommode clause need not be read so narrowly. As the Court of Appeal noted, the word “incommode” means “to give inconvenience or distress to : disturb.”

But travel is not the sole use of public roads; other uses may be incommoded beyond the obstruction of travel. (T-Mobile West, at pp. 355-356.) For example, lines or equipment might generate noise, cause negative health consequences, or create safety concerns. All these impacts could disturb public road use, or disturb its quiet enjoyment.

5G will result in a massive increase in inescapable, involuntary exposure to wireless radiation

Ground-based 5G

In order to transmit the enormous amounts of data required for the Internet of Things (IoT), 5G technology, when fully deployed, will use millimetre waves, which are poorly transmitted through solid material. This will require every carrier to install base stations every 100 metres[1] in every urban area in the world. Unlike previous generations of wireless technology, in which a single antenna broadcasts over a wide area, 5G base stations and 5G devices will have multiple antennas arranged in “phased arrays” [2],[3] that work together to emit focused, steerable, laser-like beams that track each other.

Each 5G phone will contain dozens of tiny antennas, all working together to track and aim a narrowly focused beam at the nearest cell tower. The US Federal Communications Commission (FCC) has adopted rules [4] permitting the effective power of those beams to be as much as 20 watts, ten times more powerful than the levels permitted for current phones.

Each 5G base station will contain hundreds or thousands of antennas aiming multiple laser-like beams simultaneously at all cell phones and user devices in its service area. This technology is called “multiple input multiple output” or MIMO. FCC rules permit the effective radiated power of a 5G base station’s beams to be as much as 30,000 watts per 100 MHz of spectrum,[4] or equivalently 300,000 watts per GHz of spectrum, tens to hundreds of times more powerful than the levels permitted for current base stations.

Space-based 5G

At least five companies[5] are proposing to provide 5G from space from a combined 20,000 satellites in low- and medium-Earth orbit that will blanket the Earth with powerful, focused, steerable beams. Each satellite will emit millimetre waves with an effective radiated power of up to 5 million watts[6] from thousands of antennas arranged in a phased array. Although the energy reaching the ground from satellites will be less than that from ground-based antennas, it will irradiate areas of the Earth not reached by other transmitters and will be additional to ground-based 5G transmissions from billions of IoT objects. Even more importantly, the satellites will be located in the Earth’s magnetosphere, which exerts a significant influence over the electrical properties of the atmosphere. The alteration of the Earth’s electromagnetic environment may be an even greater threat to life than the radiation from ground-based antennas (see below).

Harmful effects of radio frequency radiation are already proven

Even before 5G was proposed, dozens of petitions and appeals[7] by international scientists, including the Freiburger Appeal signed by over 3,000 physicians, called for a halt to the expansion of wireless technology and a moratorium on new base stations.[8]

In 2015, 215 scientists from 41 countries communicated their alarm to the United Nations (UN) and World Health Organization (WHO).[9] They stated that “numerous recent scientific publications have shown that EMF [electromagnetic fields] affects living organisms at levels well below most international and national guidelines”. More than 10,000 peer-reviewed scientific studies demonstrate harm to human health from RF radiation.[10] [11] Effects include:

Boston Globe article warns cell phone health hazards Jan 2019

Many scientists say exposure to electromagnetic fields may pose a health hazard. They’re especially concerned about cellphones, because of their position close to the user’s head.

A California health activist says the Massachusetts Department of Public Health may be withholding information about possible health risks posed by cellphones and other wireless technologies.

Joel Moskowitz, director of the Center for Family and Community Health at the University of California Berkeley, said the state agency is refusing to release fact sheets about the health effects of electromagnetic fields, or EMF, that it began drafting two years ago.

“The higher-ups are very nervous about letting any of this information out to the public,” said Moskowitz. In California, Moskowitz fought a successful seven-year court battle to force that state to release guidelines for consumers on safe cellphone use.

Ann Scales, a spokeswoman for the Massachusetts agency, said the DPH plans to release the guidelines within six months.

Moskowitz and some other activists assert that exposure to EMF, the energy given off by countless modern devices, causes a variety of health problems, ranging from sleep loss to brain cancer. They say state and federal agencies have a duty to warn the public to reduce their exposure to EMF.

But both the World Health Organization and the US Centers for Disease Control and Preventionhave said that evidence of health risks from EMF is inconclusive.

Moskowitz has joined forces with Cecelia Doucette, an Ashland resident and EMF activist who persuaded her town’s school district to set limits on student exposure to Wi-Fi radio waves. Doucette said she worked with Mass. DPH officials in 2016 to develop a fact sheet showing people how to shield themselves from Wi-Fi waves, as well as electromagnetic radiation from cellphones, cell towers, and high-voltage electric power lines.

But more than two years later, the fact sheet has yet to be released. “I don’t know why,” Doucette said. “They have not given me a reason aside from the fact that it is still under review.”

Moskowitz filed a public records request for the fact sheets with the Mass. DPH, but it was denied. Public records liaison Carolyn Wagner wrote that the document in question is exempt from the state’s disclosure law because it’s still in draft form.

Scales said that until the DPH releases its guidelines, consumers can find out about safe cellphone use from the National Institutes of Health’s National Cancer Institute, which has a Web page devoted to the subject.

Many scientists agree that EMF exposure may pose a health hazard. They’re especially concerned about cellphones, because of their position so close to the user’s head, thereby increasing the brain’s exposure to the phone’s electromagnetic field.

“The evidence that prolonged use of cellphones increases the risk of brain cancer is extremely strong,” said David Carpenter, professor of environmental health sciences at the University at Albany, State University of New York.

Carpenter pointed to recent large-scale studies in the United States and Italy that found that exposure to cellphone radio waves caused brain tumors in rats, as well as earlier studies that found evidence of increased cancer rates among heavy cellphone users.

“The degree of risk is debatable,” Carpenter said. “However, that there is a risk is really pretty clear.”

Richard Clapp, professor emeritus at Boston University’s School of Public Health, agreed. He recommended that consumers use wired earbuds to make calls instead of holding the handset to their ears.

“There’s good reason for being cautious,” Clapp said. “If you don’t have to expose yourself or you can reduce your exposure, do that.”

The World Health Organization states on its website that “to date there is no evidence to conclude that exposure to low level electromagnetic fields is harmful to human health.” Yet the WHO also lists electromagnetic fields as a “possible carcinogen.”

The controversy is likely to intensify in the years ahead with the deployment of next-generation 5G wireless systems, which operate at higher frequencies than today’s cellular systems and will require a far more transmitters.

“5G is going to put an antenna every several hundred yards in cities,” Moskowitz said. “The exposure will be substantial.”

The nation’s wireless companies plan to spend billions on 5G networks, and the Trump administration considers quick deployment of the technology a matter of national security. But Markowitz and other health activists want a moratorium on 5G technology pending more research on health risks.

Food additive now hidden

The USDA has released its final GMO labeling rule. The so-called GMO labeling law will apply only to a narrow set of foods. Congress and the USDA have offered a number of loopholes and exemptions to food companies, undermining any semblance of a consumer’s right to know.The agency has decided to use the term “bioengineered”—a term many Americans may not be familiar with—rather than GMO. Many Americans know the term “GMO” and can connect it to the labeling debate—so the government decides to use a different term that sounds more innocuous.

The rule establishes a threshold for the “inadvertent or technically unavoidable” presence of GMO material of up to five percent; foods that meet this criteria will not have to be labeled as bioengineered. An ingredient in a food can have up to 5% of its weight be GMO if it is “unavoidable” or “inadvertent” and not have to identify that there is GMO material in the food. So-called “highly-refined foods” made from GMO crops—such as sugar from GMO sugarbeets or high fructose corn syrup from GMO corn—will not require a label. The USDA has altered the symbol that may be used by companies to communicate the presence of GMOs. and says “bioengineered” rather than GMO and depicts a field and a sun, which is intentionally deceptive giving the impression it is healthy.

If you think that your state can pass a stronger labeling law, think again. The law passed by Congress prevents states from instituting labeling laws that differ with the federal law. And to make matters worse no one needs to tell you whether the feed that is given to animals we eat has been poisoned with Roundup needed to preserve these GMO strains. So what are you eating for dinner?

French gov’t wants to ban smart phones in middle school

The French government, like more than a dozen countries, has legislated to ban all students under the age of 15 from using smart phones in school.

Furthermore, in Switzerland, Italy, France, Austria, Luxembourg, Bulgaria, Poland, Hungary, Israel, Russia and China   banning or restricting Wi-Fi use in schools, recognizing the deleterious non-thermal effects from electromagnetic radiation.

MA state house to view Generation Zapped

The Massachusetts Joint Committee on Consumer Protection and Professional Licensure examined Senator Julian Cyr’s two bills that give the public the right to know the manufacturers’ fine print says to keep wireless devices off the body. Then they wrote their own bill to form a state-level commission to address wireless radiation!

And, Senator Cyr has scheduled a screening of Generation Zapped at the State House in two weeks!

Once the Generation Zapped screening is held on May 31, we hope the legislators will be able to go back to their inboxes and see a wealth of credible statements of support for S. 2431 so they will feel empowered to advance the bill(s).

German review on dangers of WiFi

From: The English translation of the review “Biological and pathological effects of 2.45 GHz radiation on cells, fertility, brain, and behavior” by Isabel Wilke, published as a supplement in the German journal ‘umwelt-medizin-gesellschaft 1/2018’. It is the largest systematic review on WiFi up to now. It documents more than 100 studies confirming harmful effects of the 2.45 GHz carrier frequency and its pulsed WiFi variant.  The review was commissioned by diagnose:funk. This review is particularly explosive, as WiFi is to be installed everywhere, including for “digital education” in kindergartens and schools. The work of I. Wilke confirms the results of the review of Naziroglu/Akman, which was published in the Springer Reference in the year 2014 and the new Review of M. Pall (2018).

In the summary of the review by I. Wilke it says: “Current exposure limits and SAR values do not protect from health risks associated with Wi-Fi radiation. The adverse effects on learning, attention, and behavior serve as a basis for educational institutions of all age groups to forgo the use of Wi-Fi applications. Due to cytotoxic effects, Wi-Fi technologies are not suitable for hospitals and telemedicine. Wi-Fi technologies should not be used in bedrooms, work spaces, common lounges, hospital rooms, lecture halls, classrooms, and public transport. The possible risks associated with Wi-Fi radiation could be avoided by testing alternative technologies at other frequency bands like optical VLC/Li-Fi technologies (visible light communication). When Wi-Fi cannot be avoided as a transition solution, the ALARA principle must be applied: no continuous transmission, instead Wi-Fi networks that can be turned off and feature dynamic power management.”

 

Due to the study situation, the Cypriot and Austrian medical associations are calling for WLAN in a joint appeal:  “Decision makers especially in Education and the Health Sector need to be aware of risks and safe alternatives of the Technology, must consider adequately Health concerns, children’s vulnerability and support safe environment in schools, day-care and paediatric units. They must promote age related rational application of digital technology and not allow at schools, particular at preschool, kindergarten and elementary schools wireless networks and opt for wired connections.”

Smart Meters Banned in NM cities

Today we won a victory in the fight against radiation in New Mexico. The Public Regulation Commission has denied PNM’s application for Smart Meters. “The plan presented in the Application does not provide a net public benefit and it does not promote the public interest,” wrote the Commission.

The Commission accepted the Hearing Examiner’s recommended decision without alteration. It ruled that:

• PNM did not demonstrate that smart meters will save money.
• PNM did not demonstrate that smart meters will produce energy efficiency.
• PNM did not show that customers want smart meters.
• PNM did not evaluate alternatives.
• PNM did not say how it would protect customer data privacy.
• Cybersecurity issues need to be addressed.
• 125 good, high-paying jobs would be lost.
• Proposed opt-out fees were unreasonable.
• There was insufficient public input.
• There was insufficient response by PNM to public objections.

EVIDENCE ABOUT HEALTH EFFECTS was discussed at length. “Customers who have strong feelings about the
health effects of the meters should be allowed to protect their stated health concerns without a
prohibitively high cost.”

The decision goes on to state: “The conditions of the portion of the population who believe they are
electromagnetically sensitive deserve acknowledgment and consideration as decisions are made
regarding the implementation of an AMI Project. Accommodations could include reasonable
opt-out provisions and fees and perhaps the selection of technologies that minimize the impacts
on such people. Such accommodations may be desirable to minimize health risks to customers
and address the needs and preferences of PNM’s customers. These are issues that can and should
be addressed in a public input process of the sort PNM stated in its 2012 Report that it would
conduct before bringing a smart meter proposal to the Commission for approval.”

The decision means there will not be smart meters in the near future in New Mexico’s metropolitan areas: Santa Fe, Albuquerque, Las Vegas, Clayton, Ruidoso, Tularosa, Alamogordo, Silver City, Lordsburg and Deming.

How to avoid auto EMFs

Most people do not seem to be affected by the electromagnetic radiation in cars.  Some have minor symptoms, while a few are strongly affected.

The following is a list of features that will help lower the radiation inside a car.  You will still need to measure and try the car to know if it will work for you.  Sometimes you’ll need to do further modifications.

  • No smart key (or “keyless entry”)
  • No electric car
  • No hybrid car
  • Minimal electronic gadgets
  • Older vehicle
  • Larger vehicle
  • Basic vehicle (not luxury)
  • No wireless tire pressure monitors
  • Battery located away from driver (and not in the back)
  • Alternator located away from driver
  • Fuse box located away from driver
  • Ignition coil located away from driver
  • No anti-lock brakes
  • No transverse mounted engine
  • Carburetor or mechanical fuel injectors
  • Manual or non-electric automatic transmission
  • Diesel engine

Very few vehicles will have all of the listed features and they may not all be needed.  The most important features to avoid are probably:

  • Smart key / keyless entry / intelligent key
  • Electric vehicle
  • Hybrid vehicle

Sources of EMF Radiation In Cars

  1. The Battery – Most car batteries are a form of DC power, and do not typically emit EMF Radiation consistent with AC power. However, they often will emit a powerful temporary field of DC voltage when changing currents, such as when the vehicle first starts. People that are especially EMF sensitive (suffer from EHS) are likely to respond to this.
  2. Vehicle Relay Switches – Many operations in the vehicle will cause these relay switches to fire, such as pressing the break, turning on the hazard lights, flipping a turn signal, etc. These relay switches create magnetic field radiation.
  3. Vehicle Computer Systems – These should be self explanatory. Any type of computer system will emit a large amount of EMF radiation. Both the on board computer that controls the media system, as well as engine compartment computers will emit radiation.
  4. Electric Engines – Most vehicles have small electric engines that control things like windows and wiper blades that will emit a small amount of radiation.
  5. Alternator – The vehicle alternator is one of the largest sources of EMF radiation. Most commonly found in the far side of the engine compartment, the alternator creates dirty electricity and EMF radiation as it alters the electrical waves to fit the needs of the vehicle.
  6. Key-less Entry Systems and Start Systems – Many new vehicles now no longer require a key, but instead rely on radio waves from the remote control key, and a push button to start the vehicle. These more advanced systems utilize both radio waves, and Bluetooth radiation  to control these systems, both of which emit EMF radiation.
  7. On Board Wifi – Wifi creates an enormous amount of radiation (read more about that here). Many vehicles are now coming equipped with Wifi routers built in so that families can be connected without having to rely on cell towers. This is EXTREMELY harmful as it produces an enormous amount of harmful radiation in very close proximity.
  8. Alarm Systems – Also utilizing radio waves, these alarm systems produce EMF radiation.

 

 

France banning mobile phones from schools

On Sunday, France’s education minister announced that mobile phones will be banned from primary, junior, and middle schools, calling it a matter of “public health.” While phones are already prohibited in classrooms in France, starting in September 2018 students won’t be allowed to use them on breaks, at lunch, or between lessons either.
“These days, the children don’t play at break time anymore,” Jean-Michel Blanquer said, according to the Local, an English-language publication. “They are just all in front of their smartphones and from an educational point of view, that’s a problem.”

Emmanuel Macron, France’s young new president, proposed a similar ban in his campaign earlier this year. Former New York City mayor Michael Bloomberg also attempted a cellphone ban in 2006, but parents complained of inconsistent enforcement, and that they couldn’t contact their kids. Bill de Blasio, Bloomberg’s successor, lifted that ban in 2015, citing inequity (the policy was more heavily used in schools with metal detectors, which tend to be poorer). Now New York City principals devise their own mobile phone policies, or default to the standard: Students can bring their phones to school but have to keep them out of sight.

Research is on Bloomberg—and the French government’s—side. According to a 2015 working paper published by the London School of Economics, schools that banned mobile phones saw test scores for their 16-year-olds improve by 6.4%, or the equivalent of adding five days to the school year. “We found that not only did student achievement improve, but also that low-achieving and low-income students gained the most,” economists Philippe Beland and Richard Murphy told the BBC.

Activists want ban on fluoride in drinking water

BOSTON — Activists are pressuring the state to ban the practice of adding fluoride compounds to public drinking water, saying it amounts to mass-medicating without public consent.

A proposal that went before a legislative panel on Monday would outlaw the practice. Filed by Sen. Barbara L’Italien, D-Andover, on behalf of a constituent, it would end a decades-old public health campaign aimed at preventing tooth decay.

“Medical mandates like this are politics pretending to be science,” said Karen Spencer, a Gloucester activist who is involved with anti-fluoridation campaigns. “No government has the right to put something into our water supplies that harms people’s health. It’s immoral.”

Spencer, one of several people who supported the ban during the hearing on Monday, said studies are increasingly linking negative health impacts — such as gastrointestinal ailments, thyroid disorders, kidney diseases and even autism — to fluoride added to the water.

But Dr. John Fisher, a Salem dentist and a trustee of the Massachusetts Dental Society, said the health benefits are indisputable.

“Drinking fluoridated water keeps teeth strong and reduces cavities by about 25 percent in children and adults,” he told the Joint Committee on Public Health. “Community water fluoridation has not only proven to reduce dental decay but also lowered dental costs, leading to outcomes that have important impact on overall health.”

Fisher, chairman of the Better Oral Health for Massachusetts Coalition, said research has shown that fluoridated water protects teeth without posing health risks. The American Dental Association, American Medical Association and National Cancer Institute endorse the practice.

Fisher said the internet is awash with misinformation about water fluoridation.

“There’s a lot of distortions out there,” he said. “I think these are generally good people who believe what they say, but if they actually read the studies they might be more inclined to accept the evidence in support of community water fluoridation as safe, efficient and effective.”

Who has fluoride in water

At least 140 public water systems in the state — serving more than 4 million people — add fluoride compounds, according to the Department of Public Health. Most have done so since the 1950s.  The Massachusetts Water Resources Authority — which serves more than 2.5 million people across 61 communities including Marblehead, Peabody, Swampscott and Lynn — has fluoridated the water for more than 30 years.

Water in Essex has been fluoridated since 1970, Gloucester since 1981 and Manchester since 1983. Half the fluoride in Rockport’s water occurs naturally, according to the state Department of Health; the other half has been added since 1984.

Concerns about the health effects have kept several towns on the North Shore and Merrimack Valley — ­ including Georgetown, Merrimac and Rowley — from doing so.

Other communities, such as Rockport and Gloucester, have voted to keep using it.

The practice dates to the 1940s, when scientists discovered that people whose water supplies had higher concentrations of the naturally occurring chemical experienced less tooth decay.

After World War II, health officials embarked on a public campaign to add fluoride to the public water supply, despite fierce resistance. At one point in the ’50s, some considered such programs part of a communist plot.

Many fluoride treatments these days come from industrial byproducts produced by aluminum companies, which sell fluoride compounds in liquid or powder form wholesale for about $1.10 per pound. It’s approved for human consumption by the Food and Drug Administration.

“This stuff isn’t being manufactured in a pharmaceutical lab and dispensed by a doctor,” said Chris Martel, an anti-fluoridation activist from Amesbury. “It’s an industrial byproduct scrubbed out of factory smokestacks in China and indiscriminately dumped into our water supplies.”

Amesbury stopped adding fluoride in 2009 due to concerns about its quality. Two years later, residents voted to end the practice entirely.

“If you want a fluoride treatment, get it from your dentist,” Martel said. “Introducing this into the municipal water supply makes no sense.”

Limits for fluoride have fallen

Concerns about the detrimental effects of over-fluoridation prompted the U.S. Centers for Disease Control and Prevention in 2011 to lower the recommended level for fluoride in water supplies to 0.7 milligrams per liter.

It lowered the recommended level again four years later.

The changes were prompted, in part, by a federal study suggesting that too much fluoride was streaking children’s teeth and a recognition that many Americans get fluoride from sources other than drinking water.

The MWRA and other communities lowered their fluoride levels.

In 2006, the National Academy of Sciences recommended the U.S. Environmental Protection Agency reduce its maximum fluoride level in drinking water to below 4 milligrams. It warned that a lifetime of drinking water with fluoride at that concentration could raise the risk of broken bones.

At present, 70 percent of Americans get water from systems that add fluoride, according to the U.S. Department of Health and Human Services.

The CDC has called the fluoridation of water supplies to reduce cavities “one of the leading public health achievements of the last century.” But 200 municipalities nationwide have stopped the practice in the past decade.

Most of the country’s major cities still use fluoride, but at least one, Portland, Oregon, voted in 2013 to discontinue its use.
